What other types of statutes and rules may apply?
At the time of this writing, 48 of 50 states have policies or standards regarding web accessibility. The two states that currently don't have policies are Wyoming and New Mexico. The policies range from suggestions for good design to mandated standards for web accessibility.
Twelve states have actual laws pertaining to web accessibility. Many institutions who do not yet have state laws have chosen to adopt institutional policies for accessibility, sometimes adopting well known accessibility standards as their own. Institutions generally take this step as a way of formally documenting their commitment to students with disabilities.
